In the 1950s, the rapid growth of Volkswagen and the city of Wolfsburg are the symbol of the German economic miracle. In 1955, public sector building is intensified once more as it is only now that the town has enough land available. The construction of the new Town Hall is a clear sign. One of the essential things to be accomplished in these years of economic growth is to integrate the newly arrived inhabitants who being themselves a mixture of refugees, job hunters and Italian guest workers are yearning for identity in their new home town. Culture Center, Congress Center and theater have to provide communicative in addition to their ordinary functions. Their concentration on the southern end of Porschestraße counterbalances the monotony of industrial life in the north of the city.
